In 1929, the company Krupp began developing a light, three-axle truck urgently needed by the Reichswehr. Krupp had various specifications to fulfill, including the primary goal of standardizing vehicles and ensuring a certain degree of off-road capability.

For the Reichswehr, the vehicle was an asset to their fleet and highly popular among troops. There were some technical changes, such as the 4-cylinder boxer engine, also used in the Panzerkampfwagen 1; the logistical advantages of this choice are evident.
